During his term in office, Mayor Dayan Lansa attempted to forcibly establish a garbage yard on this premises, which drew fierce opposition from the local villagers. Consequently, that project was removed from the land, having also received the support of certain progressive opposition councilors at the time.
Later, the construction of this garbage yard was initiated in the Porakewatte area of Kochchikade. However, the work was left unfinished and has now been abandoned halfway.
In reality, a public accusation was leveled that former Mayor Dayan Lansa wanted to secure 7.5 million rupees offered by a foreign country to build a waste management facility, and by deceiving those authorities, he wanted to somehow throw together a half-baked garbage yard and pocket the money. It is reported that the Municipal Council itself had spent over 7.5 million rupees for this purpose.
Accordingly, a sum of about 15 million rupees has been wasted in this manner.
This half-built structure in Porakewatte is currently falling into ruin and destruction.
It is not known that the Chairman of the Health Committee of the Negombo Municipal Council has taken any action against this destruction.

Even stranger is the fact that the National People’s Power (NPP/Malimawa) councilors from the Kochchikade area have not looked into this matter or uttered a single word about it during a monthly general council meeting.
Amidst heaps of fraud, corruption, and the destruction of public property, Negombo Municipal Council politics has been reduced to a state where members simply come to the council once a month to warm chairs without a care in the world about these issues.
If we expect anything regarding the development of Negombo from individuals who lack even the political and social experience to bring forward a resolution at a monthly general meeting, it is a delusion in itself.
Because of this, a strong citizen activism must be built within Negombo.
