NEGOMBO — Serious allegations of financial irregularities and corruption have surfaced regarding the ongoing construction of the Dudley Market in Kamachchode, Negombo.
Questions are being raised over tender procedures and administrative decisions made during the tenure of former Mayor Dayan Lansa.
According to initial plans, the project was envisioned as a four-story complex comprising a market and housing units, with an estimated cost of Rs. 45 million. However, the construction has been scaled down to just two stories, yet the estimated cost remains unchanged at Rs. 45 million, sparking concerns among senior municipal officials.
Controversial Tender Process
Reports indicate that during the initial bidding process, the engineering department informed the tender committee that a company named “Micro” had submitted falsified documents. Although standard procedures required the company to be blacklisted, the contract was reportedly re-tendered, with “Micro” remaining the sole bidder. Critics point out that despite the irregularities, the contract was awarded to the same firm, drawing sharp criticism over transparency and adherence to local government regulations. Similar concerns were previously raised regarding the construction of the Negombo bus terminal complex under former leadership.

With a renewed focus on national anti-corruption drives and the strict enforcement of the law against wrongdoers, the public is demanding accountability.
Addressing these unresolved financial irregularities and investigating past municipal projects remains one of the greatest challenges facing the newly appointed Mayor of Negombo, Chamara Fernando
