Administrators clarify details regarding the upcoming cement factory in Liyanagemulla, Katunayake

​Recently, some public protests were organized in opposition to the cement factory being constructed in the Liyanagemulla area, Katunayake, with protest programs held on about two occasions. Addressing the accusations leveled by protesters against the factory administration, the management recently called a media briefing in Ja-Ela, Ekala, to brief regional journalists about the cement factory and respond to the allegations.

​During the briefing, it was revealed that this cement factory belongs to a Sri Lankan business entity—specifically, another venture of the Melwa Group of Companies—and was introduced as Melwa Cement Private Limited.

​The media briefing was led by Malith Kannangara, Head of Sales and Branding for the Melwa Group of Companies, and Chinthaka Thuduhewatta, Chief Administrative Officer of Melwa Cement Private Limited.

​Explaining the purpose of calling this media briefing, they stated:

​”The main purpose of today’s gathering is nothing else than to brief regional journalists about our new businesses and new products as the Melwa Group…

​To give a brief introduction to the cement factory we hope to launch as a new business under our group: We hope to introduce another cement brand named ‘Melwa’ to Sri Lanka. The most important thing is that this plant only handles grinding, mixing, and packing. We bring in raw materials in 25mm sizes, grind them, mix them, and then pack them. In terms of tonnage, we expect to release between 80 to 100 tons per hour, and between 1,800 to 2,000 tons per day into the market. The process utilizes ‘ball mill’ technology, alongside ‘rotary packing’. Additionally, we hope to supply cement to the market in both bulk and bag formats.”

​Required Certificates and Approvals

​The process utilizes advanced technology within a closed system, following both local and European standards. We plan to introduce three product categories for general consumers and the general project market. Because this factory is not a Portland process (clinker manufacturing) and only involves grinding, mixing, and packing, we have obtained all clear and approved clearances.

​Discharge of Water to the Nearby Lagoon

​Water is only used for day-to-day operations. Water is not used in the cement process itself because cement hardens when exposed to water. Water is only used for daily tasks like canteens. The water used is separately treated and intended for cultivation, though not in large quantities due to cement hardening properties.

​Environmental Pollution

​With modern technology, the impact on the environment is virtually zero. We follow European Best Available Standards, meaning the latest technology is utilized so that environmental impact is non-existent.

​Where are the Cement Granules Produced?

​We do not bring in cement powder; we import articles—specifically 25mm granules—which are then crushed and mixed, preventing dust emission into the environment. Furthermore, we use bag filters. These cement granules are brought from the Colombo Port in containers, transported exclusively via the highway at night (about 7 days a month per shipment), and never via main roads during the day.

​Was a Cement Factory Built Under the Guise of a Hotel?

​We acquired several lands for both the tourism industry and the cement factory back in 2016. However, we realized Negombo was better suited for tourism. This claim is completely impractical; we could not have obtained environmental assessment evaluations (EIA) or Urban Development (UD) approvals by claiming it was a hotel. We have been going through this process as a cement factory since 2020 with approvals from all relevant government agencies. The confusion likely stems from our group’s other project—the Hilton Hotel currently under construction in Negombo—leading to misunderstandings by people unaware of our multiple operations.

​Dust Emission into the Environment

​This cement factory is located in a medium-density industrial zone. The nearest residents are 150 to 200 meters away, and our plant is safely positioned in the middle.

​Why weren’t Environmental/People’s Organizations Informed Despite Approvals?

​We faced delays because misinformation and YouTube channels were misused by third parties with hidden agendas. We operate with approval from the Central Environmental Authority (CEA). The factory maintains a 100-meter buffer zone where we are mandated to plant trees. Officials from the CEA and Civil Aviation inspect the premises every two weeks.

​Impact on the Aviation Security System?

​There is no impact or issue regarding aviation security. The Civil Aviation Authority monitors the site every two weeks, and we strictly comply with their guidelines.

​No Accusations from Responsible Authorities, Only Rumors

​To date, no responsible government authority has leveled any accusations against this factory; only rumors are spreading. We possess all necessary reports and approvals, which can be inspected by anyone at any time.

​Long-Term Threat to Human Health?

​There is no long-term threat to health. With 30 years in the industry, I can confirm that this 1/5th simplified process produces no dust, uses no water, and minimizes noise through advanced technology, resulting in zero long-term exposure or impact. We adhere strictly to ISO and national quality standards.

​250 Direct Jobs and Thousands of Indirect Jobs for Local Youth

​Construction is about 80% complete. Operations will generate approximately 250 direct jobs, prioritizing local residents first. Additionally, thousands of indirect jobs and businesses will emerge, supporting the national economy and saving foreign exchange by reducing imported cement reliance. This is 100% a local Sri Lankan investment by the Melwa Group with no foreign ties.

​Inspection Tours

​To dispel rumors and clear doubts, we are willing to organize inspection tours soon for protesters, regional religious leaders, and public representatives who wish to inspect the facility.
